前不久,我去北京参加了一个年会,并通过那次机会,我与此前仅在网上联系过的几位中国朋友见面并交流了。北京之行的几次交流,都给我留下了深刻的印象。其中印象最深刻的无疑是中国的“两电”世界。说实话,当我听到“两电世界”的时候,我像丈二和尚摸不着头脑。对方向我逐字说明的时候,我才听明白这究竟意味着什么。

“两电”,简言之,就是电视里的中国和电脑里的中国。在很多人看来,这俨然是两个世界。

“电视里的中国”:晚上7点往往是我回家后准备吃饭的时间。每当此时打开电视的时候,我发现几乎所有频道都在播送同样的新闻节目。我也看过了几次,但渐渐发现每天的新闻内容都大同小异,以至于令我觉得该节目不会提高我对中国的认识。后来在7点吃饭的时候,我索性看时尚频道的“美食”节目。看了该节目我获益不小,让我知道自己所处城市里的很多美食餐厅。

“电脑里的中国”:去年9月起,我开始写博客。我还清楚地记得,第一次写博文时的兴奋。当时,我写好了博文后使劲点击“发表文章”,令人不解的是,博文却没有出现。后来我才知道通常在中国发表博文也要经过审核。即便如此,网络言论的开放性还是比传统媒体,尤其是电视媒体大得多。微博的出现以及演变是个意料之外的过程。一来,人们没想到微博会发展得如此迅速;二来,即便有人说微博也有审核,但是其言论的开放程度比传统媒体大得多。

有时候,看着网上的言论,我不禁感慨:为什么这么多人都在批评有关部门,与电视里看到的言论截然不同,可以说相差十万八千里,甚至已经到了不看网上评论的外国人难以理解中国人的真实想法的地步。此前,我有时觉得对新闻报道或评论的留言比文章本身更具有参考价值,而且它能切实地反映出很多人的意见。现在,微博里的言论更加能够如实地反映人们的想法,并且它在逐渐变成一个重要的“公共”媒体。我认为微博继博客、帖子以及跟帖后,已经渐次成为“电脑里的中国”的主力军。我甚至十分怀疑不看微博的外国人对中国的看法是否正确。在不久的将来,微博或许会成为外国的中国研究者们的主要信息渠道。

微博原先是私人领域的媒体,它怎么成为公共领域的媒体呢?在我看来,这可能与当下中国的媒体环境不无关系。换句话说,眼下中国媒体没有做好它的职责,或者它没有充分地反映出人们的真实想法。这样的结果往往是言路堵塞,使得人们最终利用他们所掌握的媒体来表达他们的意见。韩国也不例外,尤其是推特(twitter)的影响力猛增。10月末举行的首尔市长补选中,它便起到了决定性的作用。借助推特的影响力,无党派竞选人朴元淳击败了执政党候选人而成功当选为首尔市长。推特之所以在这一过程当中扮演了如此重要的角色,也是因为包括电视、报纸等在内的韩国传统媒体没有如实地反映出首尔市民的声音。

在我看来,中国的“两电”世界将会持续一段时间,微博无疑会继续成为主角之一。我想微博之所以如此备受关注,是因为我们渴望着人与人之间的、乃至与整个社会的沟通。作为有效的沟通空间,微博已然成为了最重要的媒体之一。古今中外,我们最需要的也就是沟通。老百姓与有关部门之间的诚恳的、畅通的沟通,才能拉近“电视里的中国”与“电脑里的中国”的距离。

Not long ago, I went to Beijing for an annual meeting,which gave me the opportunity to meet in the flesh a few Chinese friends I had only communicated with online before. From several discussions I received deep insights,but the most profound was no doubt about the phenomenon of China’s “two networks”. To tell the truth, the first time I heard of”the two networks phenomenon”, I just scratched my head, not understanding. But after the person I was talking with explained a bit more, I understood what it means.

The two networks, in short, are television China and computer China. For many people, these are two completely different worlds.

“Television China”: 7 o’clock in the evening, that’s generally when I prepare dinner after coming back home.。Each time I turn on TV at that time,I discover that all satellite channels are broadcasting the same news program。I have watched it a few times,But I gradually discovered that each day, the contents of the news is similar,so I decided that the program could not increase my understanding of China.So then, when I have my 7 o’clock dinner, I simply the latest“food”program。I benefit greatly from watching this program,it makes me discover lots of restaurants in the city where I live.

“Computer China”: Last year in early September, I started writing a blog. I can still remember clearly. I can still remember my excitement the first time I wrote a post. At the time, after finishing the post and pressing ‘publish now’, I was puzzled that my post did not appear rightaway. Only later did I learn that in China, posts are reviewed. But even so, speech on the internet is much more open than in traditional media, especially television. The growth of micro-blogging is an unexpected phenomenon. On the one hand, people never expected micro-blogging to grow so fast; on the other, although some people that micro-blogging is controlled, still, it is considerably more open than other media.

At certain moments,when I look at online comments,I can’t help feeling: why do so many people criticize the State?I believe news threads and online comments at the back of posts have more value than a post itself and they can truly reflect the view of many people. Now,the added number of Weibo comments can truthfully reflect people’s way of thinking,and for that reason, it is gradually becoming a ‘common’ media. I believe that microblogging, news threads and comments to posts are already gradually becoming the main force of “computer China”。I even highly suspect whether foreigners who do not look at weibo have a correct understanding of China. In a future not too far away,Weibo may become the main information channel for foreigners doing research on China.

Weibo is originally a media for the private sector,how can it become a public domain media? For me,this possibility and the current state of the Chinese media environment are not unrelated. To put it differently,contemporary Chinese media have not performed their responsibilities well,or they have not fully reflected people’s actual way of thinking. This gradually led people to making the most of networking tools at their disposal in order to express their view. Korea is not exceptional,in particular in the rising influence of Twitter. Twitter played a mayor role in the Seoul Mayor by-election in October. Through the influence of twitter, the independent candidate Puyuan Chun could beat the candidate of the ruling party, and become the new mayor. One of the reasons twitter played such an important role in this process is also that the traditional Korean media, television, newspapers and others, do not reflect the true opinion of people in Seoul.

I believe that the phenomenon of China’s “two networks” will continue for a certain period of time, and weibo microblogging will no doubt continue to be a media protagonist。As an effective means of communication,weibo has already become one of the most important media. At any time, what we most need is communication. Only sincerity between the simple people and the State Departments and unimpeded communication will be able to reduce the distance between ‘television China’ and ‘computer China’.

募兵制
汉代的募兵,是东汉征兵制破坏后才普遍施行的,但早在西汉武帝时,那时便已经兼用募兵。当时对外战争频仍,征兵不敷使用,因此必须于征兵之外,再另外招募,八校尉的士卒,就是招募来的。此外,武帝也曾利用大量的刑徒及恶少年从军。武帝以后,募兵事由更为常见,有时甚至招募异族为兵,例如宣帝时代的羌骑,就是招募羌人组成的骑兵[44]。
东汉光武初年,鉴于多年水旱为灾、连年战争造成户口锐减,决定采取与民休息的政策,从建武六年至建武二十三年,共计五次罢省郡国兵。虽然百姓仍有随时应召当兵的义务,但平时没有受军事训练的机会,因此士兵素质大为降低。此外郡都尉也因节省军费而停止执行训练,各郡国的役政,乃陷于停顿状态。但这种情形只限于内郡,边郡则不废都尉和都试[44]。这种情况从光武帝之后,便一直持续下去,因此政府不得不募兵来临时补充兵源。再来官部郡征兵机构的撤销,虽然东汉法律有征兵的条文,但有事时临时征兵远不如招募来得方便,因此征兵的事,很少实行。灵帝时,黄巾乱起,屯兵不足以应付,因此大举招募,皇甫嵩、朱儁等人的平乱军队中,便有大量的募兵。其后大将军何进也会招兵买马,以制宦官[44]。
由于东汉政府提倡儒学,人民风从,籍由经术取得高官之位,对兵事自然感到厌弃。既然人民不愿从军,募兵的数量常感到不够。而自光武帝以来,各种胡族,聚集于近塞或塞内,他们仍保持其原有的勇悍风俗,于是汉朝又招募胡人为兵。招募的胡人,大都用来守边或用来攻伐不顺的外族[44]。光武时,匈奴南单于投降,光武移之于塞内,命其捍卫边疆,兼拒北匈奴及鲜卑。东汉一代,除南匈奴外,尚有大批投降的鲜卑、乌桓、羌,为政府招募为兵。东汉采“以夷制夷”的政策,用这些归降的胡人军队从事对外的战争。这种现象成为东汉灭亡的诱因之一[44]。
募兵制的最大缺点,就是非常容易把国家的军队变成私人武力。因为募兵常为无家无业的人,没有家庭和产业的牵挂,也没有一定的服役期限;长官与他们长年生活在一起,只要善待之,他们自然会视长官如父兄,为之出生入死;这样一来便会形成私人为中心的中心集团,于是军阀就是这样产生的[44]。东汉时,羌人强盛,屡次侵犯西疆,中叶之后,成为东汉边疆一个很大的威胁,政府见此情况之下,只好让大军长期防卫西边各郡。这些军队因为经常与羌人作战,战斗力很强,与内部缺乏军事训练的各郡比较起来,战斗能力自然相差很大。因此东汉末年,凉州产生不少军阀,董卓便是其中之一,他也就是摧毁东汉中央政府的人[44]。
